It is believed to be revealed in Mecca so it is considered as a Meccan surah. The name Al-Furqan, or "The Criterion" refers to the Quran itself as the decisive factor between good and evil. This Surah is named Al-Furqan from the word appearing in the 1st ayah. The al-Furqan also refers to the Torah as well (35). It is conceivable to accept that all books sent by God are the criterion of the subjects that are being discussed by the books themselves, showing the right and the wrong.
Surah Furqan addresses some objections of the non-believers who reject the message of Quran and Islam. The appropriate answers to each and every objection has been given and the people have been warned of the consequences of rejecting the Truth.
This surah v4-32 offers rebuttals to common disputes that the non-believers, specifically the Quraysh had as to why they haven’t accepted Muhammad as a Prophet. It answers questions like recycling old legends from the past, how Muhammad is just a man, why the Qur’an wasn’t revealed as one complete book and instead whose revelation is divided into parts.
The ayat 68-70 emphasizes that there is no sin, however great, that cannot be forgiven if sincerely repented, showing faith and working with righteous deeds. The Quran is the rule, the criterion to distinguish between the right and the wrong. The disbelievers will lament not opting for the Righteous Path upon the arrival of Judgment Day.
